USB Mouse not operating

Very new user with simple problem. I'm able to see the monitor and use the usb keyboard, but the usb mouse is not operational. Is there some configuration to enable the mouse on the WinVNC side. I see there are ways to specifically disable remote input, but maybe I'm missing something obvious?
