Trouble sending an SC-originated message

I am trying to send an SC-originated message, and the M10 modem accepts the message but it then leaves the message in it's outgoing queue and never seems to actually send it off to the satellite.

I have full satellite availability at the time, as reported by the M10 and also by the coverage map and I've tried it numerous times with the same results.

This is the packet I'm sending to the M10:

The M10 acks and reports status appropriately, so I know the serial link is working correctly. I also know that satellite is available, as per above. The M10 also reports the satellite is gateway-connected.

What am I doing wrong?

you wont be having a gateway visibilty.
